Yeah they are a little tighter than a typical jacket so that the wind doesn't get under it when you're on your bike. I'd say if it feels really tight when you stretch your arms out or pull them close to your chest then it is too small. I wouldn't worry about it going up too high.

If you can't scratch your nose, that may be an indicator. If she got it in Mexico or if it's imported, the size may not be true to our standards. It sounds like it fits normal though. Just make sure it doesn't interfere with your riding.

if the sleeves go up that high yhen i think that is to small. Some jackets are supposed to be tight but you should talk to a speaciallist. <i dont know who maybe the mens wharehouse>

It's gonna ride up when you raise your arms, silly. Most bike jackets run short enough so you don't sit on it and long enough to at least meet the waist of your jeans/pants when you have your arms down by your side.

If your wrists show when your arms are at your sides, or the jacket barely covers your belly button, I say get an XL big guy.
